The next Learn2Change Online Talk will explore the current situation of teachers in Uganda and the broader challenges facing the country’s education system. Our guest speaker is Filbert Baguma, the General Secretary of the Uganda National Teachers’ Union (UNATU). With a master’s degree in education management and more than 25 years of experience in teaching, school leadership, education development, mobilization, and advocacy, he brings deep insight into the realities on the ground.
Uganda's education sector is currently grappling with an increasing crisis as teachers face mounting challenges ranging from salary disparities and mental health strain to widespread absenteeism and inadequate institutional support. One of the most contentious issues is long-standing salary disparities between science and arts teachers. This disparity has triggered multiple strikes, including a prolonged teachers’ strike, which disrupted learning nationwide. The strike was suspended in October 2026 to allow negotiations with the government.
Mr. Baguma will provide context to the general situation of teachers and education in Uganda, the background of the strike, to ongoing negotiations, the union’s position, and the potential impact on the future of Uganda’s education system.
Furthermore, we will discuss with all participants the importance and role of teachers and educators for democracy and sustainability in this context. All of you are cordially invited to bring in your own experiences, questions and challenges about this topic. And we will find also time for a short exchange on other topics that are relevant for you.
